Is it a bad idea to send a message to a recently laid-off team member?

A person on my team was recently laid off. I wasn't involved in that decision, though I heard it wasn't "out of the blue", and that there had been some amount of discussion about their performance before they were let go. In other words, there's no indication my company did anything unethical or mean-spirited. That said, I find myself wanting to send them a message to wish them good luck in the future, and to say that I'm sorry about how things turned out (I gave them a good score in the interview process, and spent some effort to make them feel welcomed, so I'm also a little upset about this decision). Here's what I'm not sure about: would this message cross some kind of ethical line that I don't know about? Even if it doesn't, I'm not really sure whether a message like this would make them feel better, or just rub salt in the wound. Anyway, I'm looking for a little guidance here. Thanks.
