The 2025 tax season is here with individual income tax returns due on April 15th. For this season, the Tax Cuts and Jobs Act (TCJA) of 2017 is still in play, but this could change for next year. However, it’s likely that Congress will renew or amend the TCJA. Until then, the tax brackets and other changes, such as standard deductions, remain similar as they have for the past few years. In addition to federal income tax, most states collect income tax from residents, which can vary widely based on where you live.
How does your state rank when it comes to paying taxes? Are you paying more or less than others in the country? You may be surprised to find that neither New Yorkers nor Californians are paying the most taxes nationwide. That is, at least, when we look at state and local tax burdens per capita as a percentage of income. States that use graduated tax rates collect more taxes than states with a mix of flat tax and graduated rates. Some states don’t collect income tax, but they make it up with other taxes such as property and sales tax. (Also see the countries that pay the most taxes and where the U.S. ranks.)
24/7 Wall St. identified the states where people pay the most state and local taxes using data from the Tax Foundation, We have ranked every state by the average individual state and local tax burden, in dollar terms, from lowest to highest as of fiscal 2022. We used supplemental data from the Tax Foundation from the most recent available year. Local tax rates vary within a state. Income taxes are the largest driver of revenue for the federal government as well as 12 state governments. There are several states, however, that do not levy an income tax on workers, while a few states do not impose a tax on consumer sales.

Tax season is upon us and it’s time to start filing your state and federal taxes. State and local governments levy taxes to raise revenue for funding public works and services. However, exactly what they choose to tax, and by how much, varies considerably — and in some parts of the country, Americans are paying far more than in others.
